There is a Canadian film titled  "TRAIN OF DREAMS".

It stars a 16 year old boy, but it seems that a 10-year-old boy also plays a substantial role as his little brother Nicky (Christopher Neil).

The French title is "Rêves en cage".

Thanks for any info that anyone might have on this.

I saw it but it was quite a while ago. I don't remember any 10 year old playing a substantial role in the film. I do remember the younger brother character but I don't think his screen time is enough to warrant seeing the film for him alone. My IMDB rating was 5/10 probably part of the reason I don't remember much about it.
