Here's a rather grotty little codger, named Murat Inel, from a German TV series called Hals uber Kopf [Head over heels, aka Helter Skelter] circa 1987. Episode was called Das Lehmkind, which roughly translates as Mudchild.

It was a cute series, back in the days when SBS was much more open minded about clothesless munchkins.
