It's from "If..." (1968). I'm pretty sure the actor is Rupert Webster, although I might have picked the wrong character from the cast list.

I don't want to start a new thread for a similar question, so I'll add it to this thread.

The boy in the picture appeared briefly in an episode of Little House on the Prairie and seems to be uncredited. Does someone recognize him?
