This is an Oscar nominated short from Ireland.

Joseph is a young boy, presumably a refugee from an African country (there are a couple of flashbacks to his schooling there). On his first day at his new school somewhere in Ireland he is greeted with less than warm enthusiasm from his new class mates. In particular he is targeted by Christian and Seth who tease him in class and later challenge him to a fight.

research suggests this short is contained on the DVD "Wholphin no. 6" available from Netflix

this DVD contains several shorts.  Not only "New Boy" but...

"Please Vote For Me"
