Maybe it was not intended: He was wearing them in a low-hanging style and they just didn't stay up?

Maybe there was originally something about it that was not included when they edited the scene together?

It seems very possible that his pants simply fell down because of being worn too low and probably no belt, as is the style with many boys nowadays. I'm guessing that's probably what happened. It might have not even been in the script. Otto (Octavio) is so naturally funny and endearing that he could get away with that and no one would think anything of it.
